Statistical Programmer Analyst
Permanent Full Time Position
From $ 2 574 to $ 3 595, bi-weekly
(Pay Band 5)
The New Brunswick Health Council is seeking a data-driven professional to join our team as a Statistical Programmer Analyst. The successful candidate will be a key member of the Performance Measurement team.
This role supports the team responsible for managing indicators related to population health and the quality of health services, ensuring that the data feeding the NBHC’s public reports is accurate, up to date, and used responsibly. The successful candidate will contribute to operational excellence of the NBHC’s health data infrastructure, playing a key role in fulfilling the Council’s mandate of publicly reporting on the performance of the health system and engaging citizens in the improvement of health service quality.
Key responsibilities
Reporting to the Manager, Data and Analytics, the successful candidate will be proficient in SAS, SPSS, R, Python, or other language, and will apply these coding skills for/to the following key responsibilities:
- Data preparation: Creating codebooks for new datasets, in English and in French.
- Data cleaning and validation: Converting raw datasets into clean datasets by flagging possible errors and inconsistencies in the data and making the appropriate corrections.
- Data calculations: Creating derived variables, including variable labels, value labels, and formats.
- Data analysis: Merging datasets, producing confidence intervals from survey data, calculating survey weights, applying data suppression methods, and automating/optimizing code with macro-like programming.
- Producing Excel files with aggregate-level data (indicators) and metadata that will be used by the Knowledge Production team.
- Metadata: Creating indicator libraries, with metadata fields in English and in French.
Other responsibilities
- Support the design phase of our surveys
- Establish sampling frames, quotas, and expected response rates.
- Monitor data collection and recommend adjustments when necessary.
- Reviewing Request for Proposal (RFP) documents and writing survey technical reports.
- Advise on the development of survey questionnaires to ensure data quality and consistency.
- Act as the first point of contact for incoming data requests and coordinate with staff.
- Ensure that data management and published products comply with privacy laws, data sharing agreements, and ethical guidelines.
- Collaborate closely with stakeholders in the implementation of our data transfer processes.
- Actively contribute to a team environment that values learning, critical thinking, curiosity, and evidence-informed dialogue.

Location: This is an onsite full-time position located in Moncton, NB.
Travel: Some travel may be required.
Language: The successful candidate will be working in a bilingual environment daily. As such written and verbal communications skills in both English and French are required.

Qualifications
- Bachelor’s degree in health analytics, health informatics, health sciences, computer science, mathematics/statistics, or a related field
o an equivalent combination of education and relevant experience will be considered - Minimum 3 years of experience, with demonstrated ability to:
o Create data-related products and outputs using software such as SAS, SPSS, R, Python, or other language.
o Understand and apply statistical measures such as confidence intervals, margins of error, data suppressions, survey weights, and statistical tests that compare indicators over time and across geographies.
o Perform data analyses that rely on critical thinking, and produce outputs (reports, observations, findings) that can be communicated to non-technical audiences. - Familiarity with data management principles and guidelines.

- Basic data visualization skills to support clear presentation of information
- Proactive, reliable, and able to work independently
- Adaptable to shifting priorities and comfortable balancing multiple projects
- Proven reliability and a strong prior performance/attendance record
- Experience in using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) with strong Excel skills
Additional assets:
- Experience in health services quality, performance measurement, or public health surveillance
