The Winnipeg Regional Health Authority conducted a review of the first three months following Oct. 3, when a series of changes kicked in. The biggest changes included the closure of an urgent care centre and the conversion of the Victoria General Hospital's emergency room into an urgent care centre. During that period, if found median waits for ER patients requiring a hospital beds fell by 14%. Once admitted to hospital, they were discharged sooner. The numbers are now nearer to the Canadian median. But WRHA also reports that a new bottleneck in the system will have to be addressed. For example, sub-acute care beds recently added at Victoria Hospital are full, with a waiting list that fluctuates between 10 and 40 patients. The WRHA also measured the impact on resources the changes had. It said 3,776 positions were deleted but the vast majority moved into new posts. About 244 staff were initially laid off and 105 remain laid off, including 31 nurses.
