The proposal is inspired by a New Zealand policy. Health experts say the policy merits a close look by Health Canada and the Mental Health and Addictions Minister as it could prevent the development of another generation of nicotine addicts. Tobacco remains Canada’s leading cause of disease, disability and death. The U.K. is considering a similar approach to the one announced by New Zealand.
