The New Brunswick Health Council says it's important to ensure money indexed for healthcare is being spent effectively rather than simply increasing funding levels. CEO Stéphane Robichaud says provincial governments throughout Canada tend to raise or decrease health spending without understanding how resources could be used more effectively. The Council's first set of annual recommendations to the health minister calls on the regional health authorities and the health department to create an accountability framework for primary services - often the first point of contact for patients using a family doctor, nurse practitioner, ambulance, after-hours clinic or ER - to clarify who would be responsible for overall planning, funding and management of those services. NBHC wants to establish key performance measures and targets for improvement, as well as a formula for full-time positions among family physicians, nurse practitioners and other health workers to help the province get a better sense of why some wait times are so long. In the absence of an entity with overall responsibility for Primary Health services, the Council says an accountability framework would define responsibilities and include a collection of performance targets to measure the quality of Primary Health services.
